 2023 was a watershed year of the Ministry of Home Affairs (MHA) as many landmark strides were made towards fulfilling Prime Minister Shri Narendra Modi’s vision of safe, secure, inclusive and Aatmanirbhar Bharat. Beginning of a new era in Criminal Justice System, Zero Tolerance against Terrorism and Drug Trafficking, Peace, Progress and Development in Jammu & Kashmir, North East and LWE areas, Curbing Cyber Crimes, Building capacity in Police Forces and securing critical infrastructure sectors, Holistic Disaster Management approach and Strengthening Border Infrastructure & Comprehensive Development of border villages through Vibrant Villages Programme have been at the core of the functioning of MHA, under the guidance of Union Home Minister and Minister of Cooperation Shri Amit Shah.

 

CHANGES IN LAWS/GUIDELINES

  1. Under the visionary leadership of Prime Minister Shri Narendra Modi and decisive guidance of Union Home Minister Shri Amit Shah, a decision was taken to review and revise colonial-era outdated Prison Act in tune with contemporary modern day needs and correctional ideology (12 MAY 2023)
  • Along with ‘The Prisons Act, 1894’, ‘The Prisoners Act, 1900’ and ‘The Transfer of Prisoners Act, 1950’ have also been reviewed by the MHA and relevant provisions of these Acts have been assimilated in the ‘Model Prisons Act, 2023’.
  • ‘Model Prisons Act, 2023’ aims at reforming prison management and ensuring the transformation of inmates into law-abiding citizens and their rehabilitation in society.
  • The new Prisons Act will lay more emphasis on the safety of women & transgender prisoners and bring about transparency in prison management and provide for the correction and rehabilitation of prisoners.
  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah replied to the discussion on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 in the Lok Sabha, the Bill passed by the house (03 AUG 2023)
  • This bill is completely constitutional and has been brought only for the welfare of the people of Delhi, there is no political objective of the central government.
  • Since 1993, a proper system was running in Delhi because no one had any intention to usurp the power, but in 2015 a government came in Delhi whose aim is not to serve but to quarrel.
  • Politics of supporting or opposing any Bill should not be done to win elections or to get someone's support, Bills and Laws are brought in the interest of the country, they should be opposed or supported for the good of the country and Delhi.

 

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah replied to the discussion on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 in the Rajya Sabha, after discussion the house passed the bill by 131-102 (07 AUG 2023)
  • The purpose of the bill is to ensure corruption-free and people-oriented governance in Delhi, not a single provision of the bill will change the existing system.
  • The problem is that Delhi Government want to enjoy the rights of the state after contesting the elections for UT, the solution to this problem is that they have to change their mindset.
  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah introduced the Bhartiya Nyaya Sanhita Bill 2023, the Bharatiya Nagarik Suraksha Sanhita Bill, 2023 and the Bharatiya Sakshya Bill, 2023 in the Lok Sabha (11 AUG 2023)
  • One of the five PRAN taken by the Prime Minister Shri Narendra Modi before the country on August 15 was – to end all signs of slavery – the  three bills are going to fulfil this one vow of Shri Modi.
  • The soul of the three new laws will be to protect all the rights given to Indian citizens by the constitution, and, their purpose will not be to punish but give justice.
  • These three laws made with Indian thought process will bring a huge change in our criminal justice system.
  1. Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, approved the proposal for promulgation of (i) The Andaman and Nicobar Islands Tenancy Regulation, 2023 (ii) The Dadra and Nagar Haveli and Daman and Diu Tenancy Regulation, 2023 (iii) The Lakshadweep Tenancy Regulation, 2023 under Article 240 of the Constitution of India (04 OCT 2023)
  • These bills will provide a legal framework for creating an accountable and transparent ecosystem for renting premises in the Union territories of Andaman and Nicobar Islands; Dadra and Nagar Haveli and Daman and Diu; and Lakshadweep by balancing the interests and rights of both the landlord and tenant.
  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah replied to the discussion on Jammu and Kashmir Reservation (Amendment) Bill, 2023 and Jammu and Kashmir Reorganization (Amendment) Bill, 2023 in the Lok Sabha, later the bills were passed in Lok Sabha (06 DEC 2023)
  • These bills will add another pearl to the chain of hundreds of progressive changes brought under the leadership of Prime Minister Shri Narendra Modi.
  • These bills are going to provide rights and justice to those who were treated unjustly and insulted and ignored for 70 years.
  • This is a bill to give rights and representation to displaced Kashmiris, by giving reservation to displaced Kashmiris, they will have voice in the Kashmir Assembly and if a situation of displacement arises again, they themselves will stop it.
  • Kashmir and the country had to bear the brunt of mistakes committed by former PM Jawaharlal Nehru for years.

 

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah replied to the discussion on Jammu and Kashmir Reservation (Amendment) Bill, 2023 and Jammu and Kashmir Reorganization (Amendment) Bill, 2023 in the Rajya Sabha, the house passed the bills after discussion (11 DEC 2023)
  • This day will be marked in golden letters in the history of J&K and India when the Supreme Court has upheld the intention and process of decision taken by Prime Minister Shri Narendra Modi Ji to abrogate Article 370 and reorganization of Jammu and Kashmir, as constitutional.
  • Questions raised on these bills were not for the sake of justice but with the intention of delaying the decision taken by PM Modi.
  • Supreme Court upheld that Jammu and Kashmir never had internal sovereignty and Article 370 was a temporary provision.
  • No one has the right to let go of a part of the country just to show his big heart, we will fight for every inch of our land.
  • Those who say that Article 370 is permanent are insulting the Constitution and the Constituent Assembly.

  • Under the leadership of Prime Minister Shri Narendra Modi, for the first time, changes have been made in the three laws governing nearly 150 years old criminal justice system, concerning Indianness, Indian Constitution and people of India.
  • Purpose of punishment should be to give justice to the victim and establishing an example in the society.
  • These three laws made with the Indian soul will bring a huge change in our criminal justice system
  • Modi government has a policy of zero tolerance against terrorism, these laws also have such provisions so that no terrorist can escape punishment.

  • A new era in India's Criminal Justice System will start now, which will be completely Indian
  • Our criminal judicial system will be governed by India, for India and the system created by the Indian Parliament.
  • Modi ji has freed the country's criminal justice system from the chains of slavery, the soul, thought and body of the new laws are all Indian.
  • These laws brought by Modi government will tighten the noose on organized crime.
  • After the introduction of new laws, the poorest of the poor will get speedy justice.

 

  1. The Registration of Births and Deaths (RBD) Act, 1969 has been amended and the Registration of Births and Deaths (Amendment) Act, 2023 (No. 20 of 2023) has been published in the Gazette of India on 11th August, 2023. The provisions of the amended Act came into force with effect from 1st day of October, 2023.

 

JAMMU & KASHMIR

1. Union Home Minister Shri Amit Shah chaired a high-level security review meeting and addressed a press conference in Jammu on the security situation in Jammu and Kashmir (13 JAN 2023)

● Following the policy of zero tolerance against terrorism under the leadership of Prime Minister Shri Narendra Modi, all security agencies are fighting a decisive battle against terrorism.

● 360-degree security mechanism will be further strengthened to completely eliminate the support and information system of terrorists.

● Compared to the time when menace of terrorism started in Jammu and Kashmir, there have been the least number of incidents and deaths in recent times.

2. Union Home Minister and Minister of Cooperation, Shri Amit Shah inaugurated Maa Sharda Devi Temple at Kupwara, Jammu and Kashmir through video conferencing (22 MARCH 2023)

  • The reconstruction of Maa Sharda's temple in Kupwara is a necessary and important step in the direction of discovery of Sharda-civilization and promotion of Sharda-script.
  • Sharda Peeth has been a historical centre of India's cultural, religious and educational heritage, like Kartarpur Corridor, Government under the Prime Minister Shri Narendra Modi will move forward to open Sharda Peeth for devotees.

3. Union Home Minister and Minister of Cooperation, Shri Amit Shah held a review meeting on the security situation of Union Territory of Jammu & Kashmir in New Delhi (13 APR 2023)

● Union Home Minister reviewed the functioning of the security grid and various aspects related to security, reiterates that under the leadership of Prime Minister Shri Narendra Modi, Government of India is committed towards zero tolerance against terrorism.

● Shri Amit Shah also reviewed Area Domination Plan, Zero Terror Plan, Law & order situation, cases related to UAPA and other security related issues.

4. Union Home Minister and Minister of Cooperation Minister, Shri Amit Shah laid foundation stone of Central Forensic Science Laboratory (CFSL), Samba and inaugurated and laid foundation stone of various development schemes in Jammu (23 JUN 2023)

  • By removing Article 370, PM Modi has given the rights of reservation to hill communities, scheduled castes, scheduled tribes, women and senior citizens, this justice could have been ensured by Shri Modi only.
  • G-20 summit was successfully organized in Srinagar recently, during this conference the leaders of many countries took the message of good tourism of Kashmir and the message of improved situation in Kashmir reached the whole world.

5. Union Home Minister and Minister of Cooperation, Shri Amit Shah inaugurated and laid the foundation stone of 84 development projects of about Rs.586 crore in Srinagar(23 JUN 2023)

● During the rule of the previous governments in Jammu and Kashmir, democracy was limited to 80- 85 people only and 3 families had taken control over the democracy, these people did not allow panchayat elections to be conducted, did not allow panch-sarpanch to be elected and did not allow tehsil and district panchayats to be formed.

● Under the DBT scheme, Rs. 23,000 crore have been transferred directly to the bank accounts of the beneficiaries in past four years, earlier, the money used to get sanctioned but it was siphoned off due to corruption.

 

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah addressed the Vitasta Mahotsav organized by the Ministry of Culture as the chief guest in Srinagar (23 JUN 2023)
  • Only art, culture and history can unite the country and Vitasta Mahotsav is a unique event to unite India.
  • Culture is not made in a year or by one art and genre, culture is made by assimilation of many aspects of human life and our India is one of the very few countries where such stream of culture continuously flows, and we should be proud of this.

7. On second day of his visit to Jammu and Kashmir, Union Home Minister and Minister of Cooperation, Shri Amit Shah laid foundation stone of ‘Balidan Stambh’ in Srinagar, met with the family members of the martyrs of Jammu and Kashmir Police and distributed appointment letters to them(24 JUN 2023)

● Jammu and Kashmir is the land of indomitable courage and bravery of nation’s bravehearts, Balidan Stambh is being made to ensure that valour of such heroes becomes immortal.

● The martyrdom of numerous Jawans of the Jammu and Kashmir Police, who sacrificed their lives while fighting terrorists and securing innocent citizens, is a proof that Kashmir and its people are committed towards peace. 

8. Union Home Minister and Minister of Cooperation Shri Amit Shah welcomed the Hon’ble Supreme Court’s ruling to uphold the decision to abolish Article 370 from Jammu and Kashmir  (11 DEC 2023)

  • On 5th of August 2019, Prime Minister Shri Narendra Modi Ji took a visionary decision to abrogate Article 370 from Jammu and Kashmir.
  • Supreme Court’s verdict has proved that the decision to abrogate Article 370 was completely constitutional.
  • After the abrogation of Article 370 the rights of the poor and deprived have been restored, and separatism and stone pelting are now things of the past.

 

  1. Mata Sharda Devi Temple in Kupwara District, Jammu and Kashmir was lit up on the Diwali celebrations this year for the first time in 75 years. The temple was rebuilt to rejuvenate the sacred and centuries old pilgrimage to ShardaPeeth temple in PoK.

 

  1. Shri Amarnath Yatra, 2023 was successfully completed in August, 2023. 4.45 lakhs yatris visited the holy cave, which is highest in last 10 years.

 

  1. SECURITY SCENARIO

 

  • After abrogation of Article 370 ensuring safety of people of Jammu and Kashmir is top priority of the Government. Security measures strengthened to sustain peace and stability in J&K.  Jammu and Kashmir has witness a significant improvement in security scenario of Jammu and Kashmir. Details are as under:

  1. LAW AND ORDER

  1. DEVELOPMENT INITIATIVES

 

  • The Government of India has notified a New Central Sector Scheme for Industrial Development of UT of J&K in 2021 with an outlay of Rs.28, 400 crore to boost industrial development. During F.Y. 2022-23, an investment of Rs. 2153.45 crore has been realized in the industrial sector. In the current financial year 2023-24 an investment of Rs. 2326.65 crore has been realized upto Nov. 2023.

 

  • Handloom and Handicraft Exports doubled from Rs. 563 crore in 2021-22 to 1116.37 crore. In 2022-23.

 

  • Tourism Sector in J&K witnessed unprecedented growth in the year 2022, as more than 1.88 crore tourists have visited the UT of J&K.

 

  • In the current F.Y. more than 2 crore tourists have arrived upto Dec. 2023.

 

  • 3rd Tourism Working Group meeting of G-20 held from 22nd to 24th May, 2023 at Srinagar. This event has placed the UT of J&K on the global stage and served as a significant milestone in the progress and development of tourism in UT of J&K. 

 

  • To boost tourism various policies viz. Film policy, House Boat policy and Home Stay policy has been launched. Under the Home stay policy 1485 homestays with the bed capacity of 10040 have been registered.

 

  • 9 Tourists Routes and 30 Trekking Routes have been opened in UT of Jammu & Kashmir and Ladakh.

 

  • AB-PMJAY-SEHAT Scheme, a universal health insurance scheme provides free of cost insurance cover to all the residents of UT of J&K upto Rs. 5.00 lakh per family. 82.22 lakh beneficiaries have been registered under this scheme and a total of 8.87 lakh beneficiaries availed benefit under this schemes and claims paid amounting to 1325 crore.

 

  • Jammu is the only city in the country to have IIT, IIM and AIIMS in one city.

 

  • Horizontal reservation to the extent of 15% in the available vacancies in direct recruitment has been provided for women Candidates in Non-Gazetted ranks in J&K Police services.

 

  • More than 62 lakh participation of youth was witnessed in different sports activities in the year 2022-23 compared to less than two lakhs during 2018-19.

 

  • The Government of J&K has taken concrete steps to fill all the vacancies available across various Department in the UT of J&K. After 2019, 31,830 selections (Gazetted and Non-Gazetted) have been finalized by the recruiting agencies till date. The remarkable aspect of these recruitments have been transparency and fairness.

 

  • Implementation of self-employment schemes across various sectors to establish sustainable income-generating ventures for unemployed youth. A total of 7.4 lakh self-employment/livelihood opportunities generated/strengthened since the year 2021-22.

 

  • Under Hydro Powergeneration, MoU signed for development of 5 Mega projects with total capacity of 4134 MW.

 

  • Holistic Agriculture Development plan with budgeted amount of Rs. 5013 crore has been rolled out.

 

  • After a period of three decades film theatre opened in Jammu and Kashmir.

 

  • E-Bus Sewa has been started in Jammu and Srinagar.

 

  • Under the PoJK Schemes financial assistance of Rs. 5.5 lakhs per family is provided to the 36384 displaced families of PoJK and Chhamb, which settled in J&K in order to mitigate the hardships of the displaced families. The time line of the scheme has been extended upto 31.03.2024. As of now, a total amount of Rs. 1452.63 crore has been disbursed to 33636 beneficiaries.

 

  • Under the West Pakistani Refugees (WPRs) scheme, one-time financial assistance of Rs. 5.5 lakh per family to the 5764 WPR families is provided for enhancement of income of eligible WPR families for running small business or carrying out other land based activities.

 

LADAKH

 

  1. A New Ladakh Home Stay Policy, 2023 has been notified to elevate the Homestay experience of the tourists. The Union Territory of Ladakh is planning to establish 1000 Homestays over the next 5 years.
  2. Night Stay at Hanley to foreign tourists permitted.
  3. Accidental and emergency unit at Sonam Nurboo Memorial (SNM) Hospital, Leh has been made functional.
  4. 249 Green Houses have been established for cultivation of off-season crops/vegetables.
  5. All Diesel engines have been phased out except in off Grid areas of  Nubra, Changthang and Zanskar.
  6. To provide Grid connectivity to Zanskar and Nubra, a 220KV transmission line from Phyang to Diskit, Nubra and Drass to Padum Zanskar has been approved and work has been started.
  7. To provide air connectivity facilities in the far flung areas, 30 helipads and 2 hangars have been constructed.
  8. Brand Ladakh Emporium at Baba Kharak Singh Marg, New Delhi have been made functional which will help in marketing and publicizing the unique products of Ladakh to the customers globally.
  9. Out of 379 villages/hamlets approved under 4G saturation project for providing 4G network in the UT of Ladakh, tower erection completed at 9 sites and foundation work completed at 34 sites.
  10. Under Pradhan Mantri Matru Vandana Yojana (PMMVY), the number of beneficiaries has been increased from 371 to 833 in a special drive during the Viksit Bharat SankalpYatra with registration of new 462 beneficiaries.
  11. To improve connectivity, 294.50 Km Road have been constructed and 195.31 Km roads have been black topped. Further, construction of 8 bridges have also been completed.
  12. Funds being allocated to the Ladakh Autonomous Hill Development Councils (LAHDC) are being increased every financial year. As compared to allocation of funds of Rs. 237.56 crore and 238.75 crore to LAHDC, Leh and LAHDC, Kargil respectively in FY 2020-21, Rs 334.70 crore and Rs. 333.38 crore of funds have been allocated to the above LAHDC during FY 2023-24.

NORTH-EAST

1. Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated and laid the foundation stone of 21 development projects worth Rs. 1,311 crore at Moirang, Manipur.(06 JAN 2023)

  • Union Home Minister also unveiled the 165 feet tall tricolor at the historic Azad Hind Fauj Headquarters at Moirang, which is the tallest national flag in the entire Northeast.

● The Government led by Prime Minister Narendra Modi has invested more than Rs 3.45 lakh crore in last 8 years to make North East a hub of development, connectivity, infrastructure, sports, investment and organic agriculture.

● PM Modi has not only connected the North East with the railway and air routes but has also connected the North East with the heart of the whole country.

2. Realizing Prime Minister Shri Narendra Modi's vision of a peaceful and prosperous North-East India, the Government of India has once again decided to reduce the disturbed areas in Nagaland, Assam and Manipur under the Armed Forces Special Powers Act (AFSPA) (25 MAR 2023)

● Prioritizing the security, peace and development of the North East was done for the first time under the leadership of Prime Minister Shri Narendra Modi, as a result of it, the region today is rapidly heading on the path of peace and development.

  • Compared to the year 2014, there is a reduction of 76% in the extremist incidents in the year 2022. Similarly, the deaths of security personnel and civilians have come down by 90% and 97% respectively during this period.

3. Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated several development works of Rs. 2415 crore in Mizoram's capital Aizawl (01 APR 2023)

● Union Home Minister and Minister of Cooperation, appeals to organizations involved in violence in the Northeast to join the mainstream, be part of the democratic process and contribute to the development of India and the Northeast.

● With PM-DevINE, Government led by Prime Minister Shri Narendra Modi has increased the budget for Northeast by 276 percent.

4. To realize Prime Minister Shri Narendra Modi's vision of a peaceful and prosperous North East, a historic agreement to settle the long-pending border dispute between Assam and Arunachal Pradesh signed in the presence of Union Home Minister and Minister of Cooperation Shri Amit Shah, in New Delhi (20 APR 2023)

● This agreement will prove to be a milestone in the direction of realizing Prime Minister Shri Narendra Modi's dream of a developed, peaceful and conflict-free Northeast.

● This final agreement with respect to over 700-kilometre long border between the two states will be final, neither of states will make any new claim in future relating to any area or village.

5. In the presence of Union Home Minister and Minister of Cooperation Shri Amit Shah, a tripartite Memorandum of Settlement between Government of India, Government of Assam and representatives of Dimasa National Liberation Army/Dimasa Peoples’ Supreme Council (DNLA/DPSC) signed in New Delhi ( 27 APR 2023)

● This agreement will put a complete end to the insurgency in the Dima Hasao district of Assam, with this, there are no more armed groups in Assam today, all the tribal groups are contributing to the development process of India by joining the mainstream.

  • Under the agreement, Dimasa Welfare Council will be set up by the Government of Assam to protect, preserve and promote social, cultural, linguistic identity to meet political, economic and educational aspirations and will ensure speedy and focused development of the Dimasa people residing outside the jurisdiction of the Autonomous Council.

6. Union Home Minister and Minister of Cooperation Shri Amit Shah held a series of meetings with Chief Minister of Manipur, representatives of Meitei and Kuki community and other stakeholders to review the measures taken for restoring peace in the state(15 MAY 2023)

● Home Minister directed strict action against the perpetrators of violence and assured complete support and help of the central government for ensuring lasting peace.

● Shri Amit Shah assured that the government would take all measures to protect various communities in the state

● Union Home Minister urged discussion with all factions and spread the message of peace and assured that justice would be done.

7. Union Home Minister and Minister of Cooperation, Shri Amit Shah laid the foundation stone of Guwahati campus of National Forensic Science University (NFSU) in Assam(25 MAY 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, the Government of India is establishing a network of National Forensic Science University across the country.

● FSU- Guwahati will benefit North-East India as well as many countries along the eastern border like Bangladesh, Bhutan, Nepal, Myanmar, and Indonesia.

8. Union Home Minister and Minister of Cooperation Minister, Shri Amit Shah handed over appointment letters of government jobs to 44,703 successful candidates in Assam (25 MAY 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, the Assam government has given government jobs to about 86,000 youth in 2 years, it will very soon fulfill its promise of providing 1 lakh government jobs in the state by giving 14,000 more jobs in the next few months.

● Earlier the youth of Assam used to have weapons in their hands, there were shutdowns and curfews for months, bomb blasts used to happen but Prime Minister Shri Narendra Modi has heralded a new era of development.

 

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah visited Manipur from 29 May to 01 June 2023. On the last day of his four-day visit Union Home Minister addressed a press conference in Imphal (01 JUN 2023)

● On behalf of the Modi Government, Shri Amit Shah expresses deep condolences to the families of those killed in the Manipur violence, appeals to all sections to not to pay heed to rumours, maintain peace and promote harmony.

● A judicial commission will be set up under the chairmanship of the retired Chief Justice of the High Court to investigate Manipur violence.

● Under the relief and rehabilitation package by the Government of India and the Government of Manipur,an amount of Rs 10 lakh will be given through DBT to the next of kin of those who lost their lives in the violence.

 

  1. Government of India led by Prime Minister Shri Narendra Modi notified a Commission of Inquiry under the Commissions of Inquiry Act, 1952 to inquire into the incidents of violence in the state of Manipur on 03.05.2023 and thereafter (04 JUN 2023)
  • Justice Ajai Lamba, former Chief Justice of Gauhati High Court will chair the Commission, Shri Himanshu Shekhar Das, IAS (Retd.) and Shri Aloka Prabhakar, IPS (Retd.) will be members.
  • Union Minister of Home Affairs and Minister of Cooperation had announced appointment of Commission of Inquiry during his visit to Manipur.

11. Due to ethnic clashes in Manipur, the Central Government extended to the State Government (i) one-time Special Assistance to the tune of Rs. 101.75 Crore for operation of relief camps for people displaced, (ii) a Special package of Rs. 209.45 Crore for running schemes of Relief and Rehabilitation for victims/persons affected by ongoing law and order crisis and (iii) Grant-in-aid to the tune of Rs. 89.22 Crore for the Scheme of Complementary Nutrition and Personal Hygiene support to the people living in Relief Camps.

12. In a historic development, the Government of India and Government of Manipur signed a Peace Agreement on agreed ground rules with United National Liberation Front (UNLF), the oldest valley-based armed group of Manipur in New Delhi (29 NOV 2023 )

● Union Home Minister and Minister of Cooperation, Shri Amit Shah said it is a landmark achievement in realising Prime Minister Shri Narendra Modi’s vision of all-inclusive development and providing a better future to the youths in Northeast India.

● First time a valley-based Manipuri armed group has agreed to return to mainstream by abjuring violence and agreeing to honour the Constitution of India and laws of the land.

● The agreement will not only bring an end to hostilities between UNLF and security forces which have claimed precious lives on both sides over the last more than half a century but also provide an opportunity to address the longstanding concerns of the community.

13. Following the Peace Agreement between United National Liberation Front (UNLF), Government of Manipur and Government of India, leaders/cadres of National Revolutionary Front Manipur (NRFM)  joined UNLF (04 DEC 2023)

● With this, most of the outfit’s members have taken a step towards abjuring the path of violence and join mainstream.

● The development is likely to give a momentum to efforts of Government of India to restore peace and normalcy in Manipur.

● The development will encourage other Meitei UG outfits to join peace process and pursue their demands in a democratic manner besides giving a boost to fulfil Modi Government’s vision of ‘Insurgency free and prosperous North East’.

  1. In presence of Union Home Minister and Minister of Cooperation, Shri Amit Shah, a Memorandum of Settlement signed between Government of India, Government of Assam and representatives of United Liberation Front of Assam (ULFA), in New Delhi (29 DEC 2023)
  • Agreement is a significant milestone to fulfil Prime Minister Shri Narendra Modi’s vision of a peaceful, prosperous and insurgency-free Northeast and bringing everlasting peace, prosperity and all-round development of Assam.

LEFT WING EXTREMISM

1. Union Home and Cooperation Minister Shri Amit Shah chaired the meeting of the Parliamentary Consultative Committee on Left Wing Extremism of Ministry of Home Affairs, in New Delhi (07 FEB 2023)

● Under the leadership of Prime Minister Modi, the Ministry of Home Affairs has three main pillars of the policy made to deal with Left Wing Extremism – Ruthless Approach to curb extremist violence, Better coordination between Centre and State and Development through public participation to end support for Left Wing Extremism.

● For the first time in 4 decades, the number of deaths of civilians and security forces has been brought under 100 in 2022.

2. Union Home Minister and Minister of Cooperation, Shri Amit Shah along with the Chief Ministers and Deputy Chief Ministers and other concerned officials of Left Wing Extremism affected states, chaired a review meeting on Left Wing Extremism in New Delhi (06 OCT 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, success has been achieved in curbing left wing extremism in the last few years and now this fight has reached to a decisive phase.

● Left Wing Extremism will be completely uprooted in next 2 years.

● Vacuum areas have been shrinking since 2019, we have established 195 new camps of CAPFs, 44 more new camps will be established.

● There has been a decline of more than 52 per cent in Left Wing Extremism related violence, 69 per cent in deaths, 72 per cent in security forces deaths and 68 per cent in civilian deaths between 2014 and 2023 compared to the period from 2005 to 2014.

  • Those who do not want mobile towers, roads and other essential facilities in Left Wing Extremism-affected areas, are creating hurdles in the way of a bright future of the youth.
  • Violence cannot provide jobs, it is necessary to join the mainstream of society for development and creation of basic infrastructure.
  • Tribal youth should play an important role in eradicating the idea of Left Wing Extremism from the country.

 

  1. Youth delegation attending Tribal Youth Exchange Programme (TYEP) call on the President (05 NOV 2023)
  • The President advised them to have full faith in the country's constitution and democracy, our democratic system provides equal opportunities to everyone.
  • The President said that the Government is striving for the all-round development of the country and all the citizens, it is committed to provide equal opportunities to everyone without any discrimination.
  • Even in the remotest areas, the Government is building amenities like roads, communication, education and health facilities for development of all.

 

  1. Specific strategy to fill security vacuum
  • The security vacuum has been completely eliminated by setting up security camps in Maoist strongholds like Barmasia, Chakarbanda in Bihar and BudhaPahad, Parasnath in Jharkhand. More than 200 camps have been opened including 33 new camps in 2023.
  • To contain the cross Inter-state border activities, 11 Joint Task Forces with components of State Police, CAPFs and Specialised Police Forces of States and FOBs, are established.
  • 3 more JTF camps are planned this year, of which approval has already been given for JTF Aligudem and Rs.1 crore has been released to CRPF.

 

  1. Development Measures
  • The Central Government has taken various initiatives with special thrust on expansion of road network; improving telecom connectivity; filling critical gaps in Public Infrastructure & Services; financial inclusion of local population and skill development in the LWE areas.
  • For expansion of road network 1630 km roads and 75 bridges were completed in 2023.
  • Under Skill Development Scheme for LWE affected 47 districts, 3 ITIs & 11 Skill Development Centres (SDCs) have been made functional.
  • Decision has been taken to open 15 Bank Branches and 2344 Post Offices to cover 6799 uncovered villages in LWE affected districts for financial inclusion in these areas.
  • To give further impetus to development, funds are released under Special Central Assistance (SCA) to the most affected LWE districts to fill critical gaps in public infrastructure and services. Rs. 323.45 crore have been released in 2023.

 

STRENGTHENING NATIONAL SECURITY / POLICE

 

  1. Annual DGP Conference, 2022 was held under the chairmanship of Prime Minister from 20-22 January, 2023. Out of the 100 recommendations arising from the Conference, a total of 45 recommendations have been implemented, and action is underway in the remaining 55 recommendations.

 

  1. Union Home Minister Shri Amit Shah chaired inaugural session of the 57th Conference of Directors General of Police / Inspectors General of Police in New Delhi (20 JAN 2023)
  • Highlighting internal security achievements in J&K, North-East and LWE, Union Home Minister laid the road-map for tackling challenges in the next ten years.
  • He mentioned about building capacity in the police forces and securing critical infrastructure sectors, apart from specialised approach to protect digital public goods.
  • He advocated better Centre and State coordination for addressing challenges such as Narco smuggling, Hawala and urban policing.

· Joining the great tradition of IPS, the 74 RR batch of Officer Trainees will be known as the batch of Amrit Kaal, after training this batch is capable, dedicated and equipped to face every challenge that may emerge before the country.

● Prime Minister Shri Narendra Modi has set up 'Police Technology Mission' to meet the challenges of the future, it will not only make the entire police system from constable to DGP capable to tackle the technical challenges but also make them tech-savvy.

4. Union Home Minister Shri Amit Shah inaugurated the two-day National Security Strategies Conference-2023, in New Delhi (24 AUG 2023)

  • Under the leadership of Prime Minister Shri Narendra Modi, the Government of India is committed to ensure a safe and secure nation by strengthening all aspects of national security mechanism.

5. Union Home Minister Shri Amit Shah addressed the concluding session of the two-day National Security Strategies Conference 2023 in New Delhi (25 AUG 2023)

  • Home Minister urged upon the top police leadership to transform their approach in dealing with country’s internal security problems.
  • He laid emphasis on the use of modern technology in Policing and suggested the implementation from lower police ranks of Constabulary to the higher formations

6. Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated 3rd two-day "Anti-Terror Conference" organized by the National Investigation Agency in New Delhi (05 OCT 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, the Central and State agencies have succeeded in firmly curbing all forms of terrorism in the country in past 9 years.

● The government led by Prime Minister Shri Narendra Modi has taken a tough stand on all the challenges like crypto, hawala, terror-funding, organized crime syndicates, narco-terror links, which has yielded very good results, but still a lot more to be done.

 

7. Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the 49th All India Police Science Congress as the chief guest in Dehradun, Uttarakhand (07 OCT 2023)

● Indian Criminal Justice System is entering into a new era with the use of Forensic Science, role of CCTNS & ICJS and three new laws to replace IPC, CrPC and Evidence Act in Amrit Kaal.

● In the year of Azadi ka Amrit Mahotsav, Ministry of Home Affairs has brought many changes to further strengthen the law and order in the country.

● Under the leadership of PM Modi, the country is progressing in every field and will emerge as a strong economic power in coming days, at such times, the police and agencies will be required to protect our financial institutions more rigorously.

8. Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Dikshant Parade of 75 RR batch of IPS at Sardar Vallabhbhai Patel National Police Academy in Hyderabad (27 OCT 2023)

● Now, we have to move beyond ‘Reacting and Responding’ policing to ‘Preventive, Predictive and Proactive’ policing.

● With the principle of One Data, One Entry, Modi Government is creating databases for every field of internal security and integrating them as well.

  • We have achieved huge success in improving the law and order situation in the three hotspot areas of the country-North-East, Left Wing Extremism areas and Jammu and Kashmir.
  • Under the leadership of Prime Minister Shri Narendra Modi, India has adopted the policy of zero tolerance against terrorism and now we have to move beyond the policy of zero tolerance towards zero tolerance strategy and zero tolerance action.

 

  1. Declaration as Terrorist Organization/Individual/Association

Following the policy of zero tolerance against terrorism under the leadership of Prime Minister Shri Narendra Modi and guidance of Home Minister Shri Amit Shah, MHA has declared four organizations as ‘Terrorist Organizations’, seven individual as ‘Terrorist’ and three organizations as ‘Unlawful Association’ in 2023.

 

  1. Declaration as Terrorist Organization
  • In the month of January 2023, the Government declared two organizations namely The Resistance Front (TRF) and People’s Anti-Fascist-Front (PAFF) as ‘Terrorist Organization’. by amending entries at serial no. 5 & 6 in the First Schedule of the Unlawful Activities (Prevention) Act 1967 on 5th January, 2023 & 6th January, 2023 respectively.
  • In February 2023, the Government declared two organizations namely Jammu and Kashmir Ghaznavi Force (JKGF) and Khalistan Tiger Force (KTF) as ‘Terrorist Organization’ under the First Schedule of the Unlawful Activities (Prevention) Act 1967 on 17th February, 2023.

 

  1. Declaration as Individual Terrorists
  2. In the month of January 2023, the Government declared 5 terrorists under the Unlawful Activities (Prevention) Act 1967 (as amended in 2019) and their name were added to the Fourth schedule of the said act.
  3. In the month of February 2023, the Government declared 1 terrorist under the Unlawful Activities (Prevention) Act 1967 (as amended in 2019) and the name was added to the Fourth schedule of the said act.
  4. In December 2023, the Government declared 1 terrorist under the Unlawful Activities (Prevention) Act 1967 (as amended in 2019) and the name was added to the Fourth schedule of the said act.

 

  1. Declaration as Unlawful Association
  • The Unlawful Activities (Prevention) Tribunal, vide its order dated 21st March, 2023, confirmed the notification issued by the Central Government on 27.09.2022 under which the Popular Front of India (PFI) and its associates or affiliates or fronts were declared as an unlawful association.
  • The Central Government vide Notification No. S.O. 4348 (E) dated 5th October, 2023 has declared Jammu and Kashmir Democratic Freedom Party (JKDFP) as an unlawful association under the provisions of the Unlawful Activities (Prevention) Act, 1967.
  • The Government of India declared ‘Muslim League Jammu Kashmir (Masarat Alam faction)’/MLJK-MA as an 'Unlawful Association' under Section 3(1) of the Unlawful Activities (Prevention) Act (UAPA) 1967. (27 DEC 2023).
  • Government of India has declared ‘Tehreek-e-Hurriyat, Jammu and Kashmir (TeH)’ as an 'Unlawful Association' under Section 3(1) of the Unlawful Activities (Prevention) Act (UAPA) 1967. (31 DEC 2023).

 

  1. National Crime Records Check (NCRC) portal was implemented in January 2023 as a step towards breaking the geographical barriers and identifying the people involved in crime outside the jurisdiction of the Police Station where the reside.
  • As of October 2023, 19,787 antecedent verification requests have been received and processed, resulting in a disposal rate of 100%.

 

  1. Enabling Aadhaar authentication for prisoner management
  • The Ministry of Home Affairs has notified vide the Gazette notification dated 6th March 2023.
  • The Prisons Department of States/Union Territories can perform Aadhaar Authentication of prison inmates on a voluntary basis using Yes/No authentication facility, inter-alia, for delivery of various benefits/facilities to which they are entitled, such as correctional reform measures, health, skilling, vocational training, interview with relatives, legal aid, etc.

 

  1. The National Database on Human Trafficking Offenders (NDHTO) Portal and National Database of Offenders of Foreign Origin (NDOFO) Portal, based on data available in prisons and CCTNS, were launched on the occasion of NCRB’s 38th Foundation Day on 13th March 2023.
  • Till date, more than 1.20 lakh offender records are present in the NDHTO system and is being used by 24 States/UTs. Whereas data of more than 95,000 offenders of foreign origin is available in the NDOFO system.

 

 

CENTRAL ARMED POLICE FORCES (CAPFs)

1. Union Home Minister and Minister of Cooperation, Shri Amit Shah attended the 84th Raising Day celebrations of the Central Reserve Police Force (CRPF) as Chief Guest at Jagdalpur, Chhattisgarh (25 MAR 2023)

· Under the leadership of Prime Minister Shri Narendra Modi, the security forces have achieved decisive victory against Left Wing Extremism for last 9 years by fighting a fierce battle.

● CRPF is organizing its Raising Day Parade for the first time in Chhattisgarh's Bastar, the epicenter of Left Wing Extremism, and it is a matter of pride for the entire nation.

● The areas of Budha Pahad, Chakrabandha and Parasnath in Bihar and Jharkhand, which were strongholds of Left Wing Extremism for decades, have been freed now from LWE.

● Shri Amit Shah launched Prasar-Bharti’s news bulletin service in Bastar division in local Halbi language, congratulated All India Radio and Doordarshan for starting the first news bulletin in own language of tribal people.

2. In a landmark decision under the leadership of Prime Minister Shri Narendra Modi, MHA approved conduct of Constable (General Duty) examination for CAPFs in 13 regional languages in addition to Hindi and English(15 APR 2023)

● This historic decision has been taken at the initiative of Union Home Minister and Minister of Cooperation Shri Amit Shah and to give impetus to participation of local youth in the CAPF and encourage regional languages.

● The question paper will be set in Assamese, Bengali, Gujarati, Marathi, Malayalam, Kannada, Tamil, Telugu, Odia, Urdu, Punjabi, Manipuri and Konkani in addition to Hindi & English.

● Examination in 13 regional languages in addition to Hindi and English will be conducted from January 01, 2024 onwards.

3. Under the leadership of Prime Minister Shri Narendra Modi, in the International Year of Millets-2023, Ministry of Home Affairs has taken momentous decision to introduce Millets (Shree Anna) in the meals of personnel of CAPFs and NDRF ( 03 MAY 2023)

  • The decision to introduce 30% Millets in the meals has been taken on the clarion call of the Union Home Minister and Minister of Cooperation Shri Amit Shah, after detailed discussion with all the Forces.
  • Millets are good source of proteins, gluten-free, low in Glycemic Index (GI) and rich in dietary fibre, micronutrients including calcium, iron, phosphorus etc, and phyto-chemicals, thus boosting the nutritional profile of a soldier's diet.

4. Union Home Minister and Minister of Cooperation, Shri Amit Shah presided over a Chintan Shivir of IPS officers posted in Central Armed Police Forces (CAPFs) and National Security Guard (NSG), in New Delhi (12 JUN 2023)

  • Contact and communication with every border villages and their residents are very important for the security of the borders, all CAPFs should promote purchase of local products, which will increase employment opportunities in border areas and stop migration.
  • Every CAPF should constitute a dedicated team to work on drone technology and anti-drone measures.

5. Union Home Minister and Minister of Cooperation, Shri Amit Shah inaugurated the Aviation Security Control Center of CISF at Mahipalpur campus in New Delhi (22 JUL 2023)

  • Aviation Security Control Center set up to meet the current challenges has four major components - Communication and Control Centre, Incident Management Centre, Aviation Research Centre and Data Centre.

6. Union Home Minister and Minister of Cooperation, Shri Amit Shah, planted the 4 Croreth tree under the All-India Tree Plantation Campaign of the Ministry of Home Affairs at the CRPF Group Center in Greater Noida, Uttar Pradesh (18 AUG 2023)

  • The massive, humane and one-of-its-kind initiative, Plantation Drive across the country was launched by the Home Minister on 12th July 2020.
  • Collective target of planting 1.5 Crore saplings by all CAPFs was set for the year 2023, taking the total sapling-plantation to 5 Crore which will be an exemplary contribution of the CAPFs to the overall environmental protection efforts of the Nation.

 

  1. Inspired by the vision of the Prime Minister Shri Narendra Modi and under the guidance of the Home Minister Shri Amit Shah, CAPFs have planted over 5 crore saplings across the country.
  • During the year 2023 (upto 30.11.2023), CAPFs have undertaken a massive plantation drive and planted 1,53,66,897 saplings in their 1216 campuses and places of deployment across 26 States and 7 Union Territories. Total 5,09,50,515 saplings have been planted under Plantation Drives by CAPFs, Assam Rifles & National Security Guards commencing from 2020 to 30.11.2023.  

 

DRUG TRAFFICKING

1. Union Home Minister Shri Amit Shah chaired the Regional Conference on 'Drug Trafficking and National Security' at Bengaluru (24 MAR 2023)

  • The Government of India under the leadership of Prime Minister Shri Narendra Modi has adopted a policy of 'Zero Tolerance' against drugs to make a drug- free India.
  • In presence of Union Home Minister, 9,298 kg of seized narcotics of worth Rs 1235 crore destroyed.
  • MHA is adopting the approach of 'Bottom to Top' and 'Top to Bottom' in the matters of drugs, other States and institutions should also adopt the same approach to completely eliminate the menace of drugs.

2. Union Home Minister and Minister of Cooperation, Shri Amit Shah attended the 1st National Conference of Heads of Anti-Narcotics Task Force of States and Union Territories as Chief Guest, in New Delhi (19 APR 2023)

● Drug-free India is very important for the coming generations, today we are standing at such a stage in the fight against drugs from where if we move ahead with determination, collective efforts, Team India and Whole of Government approach then victory is certain.

● Under the leadership of Prime Minister Shri Narendra Modi, the Ministry of Home Affairs has made a 3 points strategy - strengthening of institutional structure, coordination among all narco agencies and extensive public awareness campaign

3. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired the Regional Conference on 'Drug Trafficking and National Security' organized in New Delhi (17 JUL 2023)

● In the presence of Union Home Minister, more than 1.40 Lakh kg of narcotics destroyed in different parts of the country, which is a record for single day.

  • Under the leadership of Prime Minister Shri Narendra Modi, 10 lakh kilograms of narcotics worth around Rs 12,000 crore have been destroyed in the last one year.
  • We have to move ahead with equal attention on Drug Detection, Destruction of the network, Detention of Culprits and Rehabilitation of addicts for complete prevention against drug abuse.

4. In a major crackdown on the narcotics trade, the Narcotics Control Bureau (NCB) busted 2 international drug cartels operating through the Dark Net and arrested 22 individuals with a huge cache of 29,103 blots of deadly LSD in the last 3 months (01 AUG 2023)

  • In the direction of realizing the Prime Minister Shri Narendra Modi’s vision of Drug Free India, this major success has been achieved and it will boost the morale of all the agencies fighting against drugs.
  • Following the Union Home Minister’s directions of adopting top to bottom and bottom to top approach, NCB Delhi Zonal Unit has busted the largest LSD cartel on Dark Net, operating by popular name of ‘The ZAMBADA CARTEL’. 

 

CYBER SECURITY

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah launched Safe City Projects in Bengaluru, Karnataka (03 MARCH 2023)
  • The government under the leadership of Prime Minister Shri Narendra Modi is giving a new dimension to the policing of the entire country in a phased manner through the Safe City Project.
  • Prime Minister Shri Narendra Modi has always insisted that technology should be used with sensitivity and technology should reach to the poorest of the poor.

 

  1. Union Home Minister and Minister of Cooperation Shri Amit Shah laid the foundation stone of the permanent campus of National Academy of Coastal Policing (NACP) at Dwarka, Gujarat, to be built at a cost of Rs. 470 crore ( 20 MAY 2023)
  • Government led by Prime Minister Shri Narendra Modi has created a Sudarshan Chakra of security ring involving Indian Navy, Indian Coast Guard, Marine Police, Customs and fishermen.
  • There was no training policy for Coastal Security in previous government, in 2018 Prime Minister Shri Narendra Modi approved the National Coastal Police Academy and an important task of ensuring Coastal Security of the country is happening today due to vision and determination of Shri Narendra Modi.

BORDER MANAGEMENT

1. Cabinet approved Centrally Sponsored Scheme- “Vibrant Villages Programme” for the Financial Years 2022-23 to 2025-26 with financial allocation of Rs. 4800 Crore (15 FEB 2023)

  • Comprehensive development of villages of blocks on the northern border thus improving the quality of life of people living in identified border villages. 
  • This will help in encouraging people to stay in their native locations in border areas and reversing the outmigration from these villages adding to improved security of the border.
  • The scheme will provide funds for development of essential infrastructure and creation of livelihood opportunities in 19 Districts and 46 Border blocks in 4 states and 1 UT along the northern land border of the country which will help in achieving inclusive growth and retaining the population in the border areas. In the first phase 663 Villages will be taken up in the programme.

2. Union Home Minister and Minister of Cooperation, Shri Amit Shah launched the 'Vibrant Villages Programme' at Kibithoo - a border village in Arunachal Pradesh (10 APRIL 2023)

4. Union Home Minister and Minister of Cooperation, Shri Amit Shah inaugurated the newly constructed residential premises built at a cost of Rs. 27 crore at Jogbani Integrated Check Post of Land Ports Authority of India (LPAI) in Araria, Bihar(16 SEP 2023)

● The earlier governments never cared about the infrastructure development on border, after Shri Narendra Modi became the Prime Minister, significant progress has been made in border area infrastructure and Shri Modi has ensured transformation of the last village of India into the first village.

● Under the leadership of Prime Minister Shri Narendra Modi, in the coming 5-6 years, all the institutions of LPAI will also work as our cultural and commercial ambassadors on the Indian borders with neighbouring countries.

 

  1. 55th High Powered Empowerment Committee, held on 03.10.2023 approved the construction work of the 9 BOPs & 16 Staging Camp with estimated cost of Rs. 436.37 Crore

 

  1. Border Infrastructure on International Border
  • From January, 2023 to November, 2023, the following progress have been made in the Border Infrastructure on the International Border :
    1. Border Roads:- Construction of Border Roads completed – 184.391 Km {India-Bangladesh Border (IBB)- 16.297 Km, India-China Border (ICB)- 48.03 Km & India-Nepal Border (INB)- 120.064 Km}
    2. BOPs/COBs/Helipad:- Construction of 88 Nos completed {IBB- 14 Nos., India-Pakistan Border (IPB)- 06 Nos., ICB- 04 No., INB- 51 Nos., Indo-Bhutan Border (IBhB)- 13 Nos.} and 03 Helipads in ICB. Infrastructure upgraded in 28 COBs of AR.
    3. Fence :-  Construction of Fence completed – 21.311 Km {IBB- 15.909 Km, IPB– 3.0 Km & India-Myanmar Border (IMB)- 2.402 Km}
    4.  Floodlight :- Construction of Floodlight completed – 63.719 Km {IBB- 28.679 Km & IPB– 35.04 Km }
  • Department of Telecommunications (DoT) took approval of the Cabinet on 24.3.2023 for provision of 4G based mobile services at 1117 Border Outposts/ Border Intelligence Posts of Border Guarding Forces/ Intelligence Bureau at a cost of Rs. 1545.66 crore.
  • A tripartite agreement has been signed on 27.7.2023 among DoT, MHA and BSNL for execution of the project in six and half years.

 

DISASTER MANAGEMENT

1. Deployment of two NDRF Teams for Search and Rescue operation in the earthquake affected areas of Turkiye (07 FEB 2023)

  • As per the directions of Prime Minister, Shri Narendra Modi, two teams consisting of 101 personnel of National Disaster Response Force (NDRF) along with specially trained dog squads and all the necessary equipment were sent to Türkiye by special Indian Air Force flights for undertaking search and rescue operations in the affected areas of Türkiye, which had been devastated on 06.02.2023 by massive earthquakes.
  • The teams were self-contained in all respects and equipped with all the necessary state-of-the art search and rescue, and personal safety equipments.
  • The NDRF team assisted the local authorities of the Türkiye in relief and rescue operations.

2. Prime Minister Shri Narendra Modi inaugurated 3rd Session of National Platform for Disaster Risk Reduction (10 MAR 2023)

  • “After the earthquakes in Türkiye and Syria, the world has recognised and appreciated the role of India's disaster management efforts”.
  • “The way India has expanded the technology and human resources related to disaster management has served the country well”.
  • “We have to develop models of housing or town planning at the local level. We need to encourage use of advanced technology in these sectors.”
  • “Recognition and Reform are the two main components for strengthening disaster management”.

3. High Level Committee meeting, chaired by Union Home Minister, Shri Amit Shah approved Rs. 1,816.162 crore of additional Central assistance to five States (13 MAR 2023)

  • This shows the resolve of the Union Government under the leadership of Prime Minister, Shri Narendra Modi to help the people of the five States who faced natural disasters.
  • Assam, Himachal Pradesh, Karnataka, Meghalaya and Nagaland to get funds for floods/ landslides, cloudburst that occurred during 2022.

4. Union Home Minister Shri Amit Shah chaired high level meeting in New Delhi to review overall preparedness for flood management in the context of upcoming monsoon (02 JUN 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, efforts are being made in the field of disaster management to help minimize the loss of lives and livelihoods during disasters.

● 5 days rain/ flood forecast currently being given by India Meteorological Department (IMD) and the Central Water Commission (CWC) to be expanded to 7 days forecast by next monsoon season so that the flood management can be further improved.

● Specialized institutions like IMD and CWC to continue to upgrade their technologies for more accurate weather and flood forecasts.

5. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired a meeting with Ministers of Disaster Management of the States/Union Territories, at Vigyan Bhawan in New Delhi(13 JUN 2023)

● Under the vision @2047 of Prime Minister Shri Narendra Modi, the main objective of the meeting was to further strengthen the disaster risk reduction system in the country to make India disaster resilient.

● Union Home Minister Shri Amit Shah announced 3 major schemes worth more than ₹8000 crore for disaster management in the country. 

  • Rs. 5,000 crore project to expand and modernize fire services across the states, Rs. 2,500-crore project to reduce the risk of urban flooding in the seven most populous metros-Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Ahmedabad and Pune and Rs. 825 Crore National Landslide Risk Mitigation Project for Landslide Mitigation for 17 States and Union Territories.

 

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah held a meeting through VC to review the preparedness for Cyclone "Biparjoy"(13 JUN 2023)
  • Our aim is to ensure 'Zero Casualty' and minimize the possible damage caused by the cyclonic storm "Biparjoy”.
  • Need to act swiftly on the important directions given by the Prime Minister Shri Narendra Modi during a review meeting chaired by him on June 12.

7. Union Home Minister and Minister of Cooperation, Shri Amit Shah conducted an aerial survey of cyclone affected areas from Bhuj to Mandvi and Jakhau in Gujarat (17 JUN 2023)

● It is a matter of great satisfaction that not even a single person died due to Cyclone Biparjoy which had a speed of around 140 kilometers per hour.

● A document should be prepared on action taken by all the agencies from the time of Cyclone Biparjoy warning till now so that the huge success achieved in dealing with the disaster could be disseminated to the public.

  1. Union Home Minister and Minister of Cooperation, Shri Amit Shah approved release of Rs.6,194.40 crore to 19 State Governments under the State Disaster Response Fund (SDRF) (30 JUN 2023)
  • The Central Government, under the leadership of Prime Minister Shri Narendra Modi, has already approved release of Rs.3649.40 crore as Central share of SDRF to 9 States during year 2023-24.
  • Based on 15th Finance Commission recommendations, the Central Government, has allocated Rs.1,28,122.40 crore for SDRF for years 2021-22 to 2025-26.

9. Ministry of Home Affairs, launched “Scheme for Expansion and Modernization of Fire Services in the States” with a total outlay of Rs.5,000 Crore (05 JUL 2023)

  • Objective of the scheme is to expand and modernize Fire Services in the States with a view that activities for strengthening of fire services at the State-level through preparedness and capacity-building component of the NDRF will be ensured.

● Under able guidance of Prime Minister Shri Narendra Modi, several key initiatives are being taken to ensure ‘zero death’ and minimum loss of property during disasters by strengthening disaster risk reduction system in India to make it disaster resilient.

 

10. Union Home Minister and Minister of Cooperation, Shri Amit Shah approved further release of Rs. 180.40 crore to State Government of Himachal Pradesh under the State Disaster Response Fund (SDRF) (14 JUL 2023)

  • The Central Government, under the leadership of Prime Minister Shri Narendra Modi, has already released Rs. 10,031.20 crore as Central share of SDRF to 27 States during year 2023-24.

 

11. Government of India under Prime Minister Shri Narendra Modi standing in solidarity with the people of Sikkim and leaving no stone unturned to restore normalcy in the State (07 OCT 2023)

  • Minister of State for Home Affairs Shri Ajay Kumar Mishra visited Sikkim.
  • Prime Minister Shri Narendra Modi and Union Home Minister Shri Amit Shah were in constant touch with the State Chief Minister with regard to the extent of damages and rescue and relief work.
  • Inter-Ministerial Central Team visited the State from Sunday 8th October to take stock of the ground situation, assess the damages and provide assistance wherever necessary.

 

12. High-Level Committee, under chairmanship of Union Home Minister and Minister of Cooperation, Shri Amit Shah, approved Recovery and Reconstruction (R&R) plan of Rs.1658.17 crore for Joshimath (30 NOV 2023)

  • Under the leadership of the Prime Minister Shri Narendra Modi, all technical agencies under the guidance of the National Disaster Management Authority (NDMA) were put into action and they helped the State Government in preparing the recovery plan for Joshimath expeditiously.
  • The recovery plan for Joshimath would be implemented in three years, following the best practices, Build Back Better (BBB) principles, sustainability initiatives. Thereafter, Joshimath will emerge as an excellent example of ecological sustainability.

 

  1. Prime Minister Shri Narendra Modi approved the first urban flood mitigation project of Rs. 561.29 crore, NDMF, for ‘Integrated Urban Flood Management activities for Chennai Basin Project’ (07 DCE 2023)
  • This is the first in a series of urban flood mitigation efforts and will help develop a broader framework for urban flood management.
  • To help the state Governments with the management of relief necessitated by the Severe cyclonic storm Michaung, PM Shri Narendra Modi directed MHA to release in advance the central share of 2nd installment of SDRF of Rs 493.60 crore to Andhra Pradesh and Rs 450 crore to Tamil Nadu.

ZONAL COUNCIL MEETINGS

1. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired the 26th Meeting of the Western Zonal Council at Gandhinagar, Gujarat(28 AUG 2023)

● Home Minister also inaugurated an e-Resource web portal https://iscs-eresource.gov.in of Inter State Council Secretariat, MHA, this will facilitate functioning of Zonal Councils.

  • Union Home Minister asked Zonal Council member states to work sensitively on three issues of national importance – POSHAN Abhiyaan, reducing the dropout rate of school children and taking benefits of Ayushman Bharat – Pradhan Mantri Jan ArogyaYojana to every poor.

2. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired 31st meeting of the Northern Zonal Council at Amritsar in Punjab (26 SEP 2023)

● In the last 5 years, under the leadership of Prime Minister Shri Narendra Modi, the role of zonal councils has changed from advisory nature to action platforms.

● Northern Zonal Council has an important place from the point of view of development and security of the country, with 21% of the country's land and 13% of the population, more than 35% of the food grains are produced in the Northern region.

3. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired the 24th meeting of Central Zonal Council in Narendra Nagar, Uttarakhand (07 OCT 2023)

  • Prime Minister Shri Narendra Modi has always emphasized on strengthening the spirit of cooperative federalism, under this policy, Zonal Councils have played the role of catalyst in solving problems, increasing financial inclusion and bringing policy changes.
  • A decision was taken to get a study done by ICAR to include Lac production in Revised Weather Based Crop Insurance Scheme, this will benefit farmers engaged in Lac production.

4. Union Home Minister and Minister of Cooperation Shri Amit Shah chaired the 26th meeting of Eastern Zonal Council in Patna, Bihar (10 DEC 2023)

● Prime Minister Shri Narendra Modi has stressed the need to leverage cooperative and competitive federalism to achieve all-round development.

● There is a need to conduct a review every three months at the Chief Minister, Minister and Chief Secretary level on issues like eliminating malnutrition among children, reducing school dropout ratio of children, prompt investigation of rape cases against women and children.

 

INTERNATIONAL EVENTS / CONFERENCES

1. 5th INDIA–UK HOME AFFAIRS DIALOGUE (12 APR 2023)

  • During the meeting both sides reviewed the ongoing cooperation and identified further steps that can be taken to explore opportunities and synergies in advancing cooperation in counter-terrorism, cyber security & global supply chains, drug trafficking, migration, extradition, anti-India activities in UK including Pro-Khalistan Extremism among other issues.
  • Indian side specifically conveyed its concerns on the misuse of UK’s asylum status by the Pro-Khalistani elements to aid and abet terrorist activities in India and requested better cooperation with UK and increased monitoring of UK based Pro-Khalistan Extremists and take appropriate proactive action. India’s concerns over the breach of security of Indian High Commission were also emphasized.

2. Union Home Minister and Minister of Cooperation Shri Amit Shah chaired the meeting of Heads of Departments of Shanghai Cooperation Organization (SCO) Member States responsible for Prevention and Elimination of Emergency Situations, in New Delhi (20 APR 2023)

● Under the leadership of Prime Minister Shri Narendra Modi, India attaches special importance to Disaster Risk Reduction and ready to share its expertise and experience in this field for greater cooperation and mutual trust among SCO Member States.

● India's priority as the Chair of the Council is to take forward the SECURE theme articulated by Prime Minister Shri Narendra Modi at the Qingdao Summit of the SCO in 2018, which means, S – Security, E – Economic Cooperation, C – Connectivity, U – Unity, R – Respect For Sovereignty and Integrity and E – Environment Protection.

MoU between Narcotics Control Bureau (NCB), India and the National Drug Law Enforcement Agency (NDLEA), Nigeria on Prevention of Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Precursor Chemicals and related matters. MoU was signed and exchanged between the Chief Executive Officer, NDLEA and DG, NCB in Nigeria on 14.06.2023.

4. Minister of State for Home Affairs Shri Nityanand Rai attended two day conference to mark the 20th anniversary of United Nations Convention against Transnational Organised Crimes (UNTOC) at Palermo in Italy (29 SEP 2023)

  1. Virtual Meeting, as part of Homeland Security Dialogue (HSD), was held between Home Secretary and Acting Deputy Secretary, Department of Homeland Security, USA on 15.11.2023. Matters pertaining to anti India activities by the SFJ in US, illegal migration, restructuring of the HSD were some of the important issues discussed.

OFFICIAL LANGUAGE

1. Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired the 38th meeting of the Committee of Parliament on Official Language in New Delhi (04 AUG 2023)

● During the meeting, the 12thvolume of the report of the Committee of Parliament on Official Language was also approved which will be presented to the President.

● Hindi is not in competition with local languages, the nation will be empowered only by promoting all Indian languages.

● Prime Minister Shri Narendra Modi has taken the initiative to start engineering and medical courses in 10 languages and soon these courses will be available in all Indian languages and that moment will mark the beginning of the rise of local languages and official language.

  1. As part of special remission to certain categories of prisoners under Azadi ka Amrit Mahotsav, 775 Prisoners have been released by States/UTs in the 2nd phase on 26th January 2023 and 625 prisoners have been released on 15th August 2023 in the 3rd and final Phase.

 

  1. The first overseas campus of the National Forensic Sciences University (NFSU) in Jinja, Uganda was inaugurated by the External Affairs Minister on 12th April 2023.
